Do to the lack of limbs, the Hokage can not do any hand signs. So, to make himself useful, he developed a move that took him 10 years to create and 10 more to master. The way this technique works is that the Hokage focuses on the chakra inside a living, or dead, body. Then he can force it to move in any way without stopping, which a normal human cannot. The target, or targets(many can be controlled), feel all pain and strain they normally would, but keep going.He can brake every bone in their body and they could not do anything. They can be controlled even when they have broken all body parts. Using this technique, he can control some one on the other side of earth, or even an army of the most skilled ninjas. It can only be blocked by someone who has enough will power or some chakra dampening skills.
